How should you choose accommodation in Kyoto? The surroundings of Kyoto Station (), Shijo () and Higashiyama () offer different sightseeing environments, and Kyoto City accommodation tax must be calculated separately when booking. This page uses official Kyoto City tourism association and city government information (checked on 2026-10-28) to compare areas and the accommodation tax brackets effective from 1 March 2026. It does not rank hotels or compare individual room prices. See the Kyoto travel guide for other information.

Key points

  • Kyoto Station area: The official Kyoto City guide notes its convenient railway connections to areas including Fushimi Inari and Arashiyama.
  • Shijo-Karasuma and Shijo-Kawaramachi: Official information associates these central areas with commerce, dining and shopping.
  • Higashiyama: Compare it with the Higashiyama attractions on your itinerary, but do not assume every attraction is within walking distance just because of the area name.
  • Kyoto City’s new accommodation tax applies from 1 March 2026 according to the actual date of stay, using price brackets per person per night.
  • The new tax amounts are 200, 400, 1,000, 4,000 and 10,000 yen; first determine which accommodation-price bracket applies.

Choosing an accommodation area: Compare it with your destinations first

Kyoto City’s official tourism association guide to accommodation areas describes choices according to the character of different districts. Instead of first deciding which hotel is “most convenient”, compare the main destinations on your itinerary with the actual transport connections near the accommodation.

Accommodation area Characteristics mentioned officially What to check when planning
Kyoto Station Railway connections to sightseeing areas including Fushimi Inari and Arashiyama Whether the accommodation location fits the station exit and route you expect to use
Shijo-Karasuma () Central business, dining and shopping activities Whether the next day’s main activities are in the city center or another area
Shijo-Kawaramachi () Central dining and shopping environment Actual accommodation address and transport systems you need
Higashiyama An area covered by the official Kyoto City accommodation-area guide Whether sightseeing destinations, accommodation and the return route have all been checked section by section

Accommodation availability, room types and access routes differ between areas. This table is only a starting point for narrowing the search. It does not claim that every hotel within an area is equally close to the same station or rank areas by room prices.

Kyoto City accommodation tax: New brackets from 1 March 2026

Kyoto City states that accommodation tax is determined by the accommodation charge per person per night. The new system applies from 1 March 2026, based on the actual date of the stay. Even if a booking was made before the change, a stay after the effective date should be assessed using the new brackets.

Accommodation charge per person per night Kyoto City accommodation tax (checked on 2026-10-28)
Less than 6,000 yen 200 yen
6,000 yen to less than 20,000 yen 400 yen
20,000 yen to less than 50,000 yen 1,000 yen
50,000 yen to less than 100,000 yen 4,000 yen
100,000 yen or more 10,000 yen

These are accommodation tax amounts, not room quotations or one fixed charge for the entire booking. For groups or stays of multiple nights, check the taxable accommodation cost for each person each night. Do not compare the combined room charge for several people directly with a “per person per night” bracket.

Checking transport and accommodation tax together

Accommodation area and tax amount are two different questions: the first concerns the direction of the itinerary, while the second concerns the actual taxable accommodation charge. Start with Kyoto City’s official area descriptions to narrow the search; once the hotel location is chosen, check actual transport, then use the room price details to verify the tax.

Planning order Information needed first Confusion to avoid
Choose an area Main itinerary, intended arrival and departure directions Assuming every route is identical because it is “central Kyoto”
Check the station Accommodation address, stations and transport normally used Treating an area name as a specific station exit
Check the cost Taxable accommodation charge per person per night and check-in date Applying a single-person bracket to the full booking total
Confirm the details Charges shown by the actual property and payment arrangements Mistaking accommodation tax for a uniform hotel room price

If arriving in Kyoto from Kansai International Airport, check the separate guide to trains and buses between the airport and Kyoto. This page does not compare journey times between routes with different origins and destinations. A fuller comparison of accommodation areas is available in the separate article linked below.

Reminders

The applicable accommodation tax date is the actual date of the stay, not just the booking date. Tax rates and related rules may be updated. Check Kyoto City’s latest official announcements before departure and confirm how the property collects the tax and which charges are included in the booking.
